Change is indeed constant, as people are capable of doing so, this ex-inmate is an example of a living evidence to prove that it's never been late to change for improvement.
Victorio Principe, 20, was jailed in November 2013 for being a courier for a drug group, according to the Quezon City Local Government. As he was being detained at the jail in the Quezon City, Victorio proved that he can make something better considering the illegals that he was into. There then, he pursue his education by joining the ALS (Alternative Learning System) for secondary education until he was released month of June last year.
From optimism and self-encouragement, with a whopping 99-percent average in the ALS program equivalency exam, Victorio placed fourth among all passers in Quezon City.

Mayor Herbert Bautista met with Principe on May 2. The mayor offered him a full scholarship to a four-year course at the Quezon City Polytechnic University.People change but it will always be better if the change will cause a better society to be stayed. - Fair PMN
